Caseworker Note: April 12, 2026. Met with the primary caregiver, Martha Higgins (DOB: 05/12/1958), and her husband, Robert Higgins (DOB: 02/20/1955), at their residence at 452 Maplewood Dr, Springfield, IL. They are currently fostering 7-year-old Leo Miller (DOB: 11/04/2018, ID: 778921-X). Leo is a bright child with a diagnosis of ADHD and sensory processing disorder. Currently, he receives weekly counseling from Dr. Aris and physical therapy at the local community center. Leo has bi-weekly supervised visits with his biological aunt, Sarah Miller. Household members also include their adult daughter, Julie (28). The home is owned by the couple, occupied for 15 years. The current GAL is Susan Vance, whom I spoke with on March 5, 2026; she expressed no concerns regarding the placement. Regarding safety, the home is licensed, and the family utilizes Meals on Wheels to assist with dinner preparations due to Martha’s recent mild arthritis. We reviewed the back-up plan extensively; the back-up caregiver is their neighbor, Thomas Reed (DOB: 08/14/1975, residing at 450 Maplewood Dr, ph: 217-555-0199). Thomas is very involved, seeing Leo at least three times a week for extracurricular activities. Leo explicitly expressed his comfort with Thomas. I reviewed the future care circumstances with the family today, and everyone is clear on the responsibilities. My supervisor, Brenda Jenkins (ph: 217-555-9988), has reviewed the file. The DCFS Region is Central, Site Springfield, Field Office 4. Overall, the placement is stable and all formal support services are active.
